Analisis Security Dilemma dalam Hubungan Diplomasi Australia-Israel Pasca Pengesahan RUU Combatting Antisemitism, Hat and Extremism Act 2026

Abstract
Penelitian ini menganalisis transformasi kebijakan keamanan Pemerintah Australia pasca tragedi teror Bondi Beach pada Desember 2025 dalam merespons ancaman ekstremisme transnasional dan imported conflict. Fokus utama studi ini adalah pengesahan Combatting Antisemitism, Hate and Extremism Act 2026, khususnya pada amandemen hukum imigrasi melalui Schedule 2 yang memberikan wewenang diskresi luas kepada negara untuk menyaring aktor asing berdasarkan pertimbangan ideologis demi melindungi kohesi sosial masyarakat. Mengingat populasi Yahudi Australia yang mencapai estimasi 116.967 jiwa (0,46% dari total populasi), kebijakan ini dimaksudkan sebagai perlindungan domestik namun justru memicu ketegangan internasional yang signifikan. Dengan menggunakan kerangka kerja analisis security dilemma, penelitian ini membuktikan bahwa kebijakan imigrasi berbasis keamanan domestik Australia tersebut dipersepsikan sebagai ancaman politik oleh Israel, terutama terkait potensi penolakan visa terhadap menteri kabinet seperti Itamar Ben-Gvir. Ketidaksesuaian persepsi ini memicu spiral ketegangan berupa tindakan balasan (tit-for-tat) diplomatik dan retorika keras dari Benjamin Netanyahu, yang pada akhirnya melemahkan kepercayaan bilateral dan keamanan kolektif antar kedua negara sekutu.
